MUARABULIAN - Kabar mengejutkan pekerja honor tidak tetap (PTT) pada dinas pemuda,olahraga dan peariwisata kabupaten Batanghari mendadak dirumahkan. Pasalnya, anggaran Gaji pada usulan rancangan kerja anggaran (RKA) 2021 belun muncul.
" Atas dasar itu juga, Disporapar membuat kebijakan merumahkan honor PTT dan Jasa kerja pada disporapar, mengingat dana untuk membayar Gaji belum fix (final)," ujar Kadisporapar Batanghari Ardani, melalui sekertarisnya Kms isa, Selasa (12/01/2021) di ruang kerjanya.
Ia menjelaskan, total honor yang dibayarkan melalui APBD Batanghari pada disporapar sebanyak 26 orang. Honor tersebut terdiri 20 orang PTT dan enam orang jasa kerja.
" Yang dirumahkan ada sebanyak 22 orang, terdiri dari 18 orang honor PTT dan Jasa Kerja empat orang. Sedangkan, yang dipertahankan ada empat orang, itupun sebagai penjaga gedung dan balai adat,," jelas Isa.
Ada tiga alasan yang membuat Disporapar merumahkan honor ini, pertama, Dikarenakan belum jelasnya sumber pembayaran melalui APBD RKA 2021. Kedua, Penyesuaian antara kebutuhan kerja dengan beban kerja ditengah Pandemi tengah covid-19. Selain itu juga, ditengah pandemi ini banyak kegiatan yang tidak terlaksana sehingga menyebabkan tidak adanya pekerjaan.
Lanjut ita mengatakan, rata-rata honor PTT dan JK yang rumahkan ini sudah bekerja selama enam tahun. " Dalam suratnya kita sampaikan bahwa honor yang dirumahkan sementara. Jika memang muncul anggarannya, berkemungkinan akan kita panggil kembali," ujarnya.
Untuk beban biaya yang tanggung melalui APBD Batanghari untuk Disporapar sendiri data tahun 2020 dibutuhkan 387.600.000 rupiah. " Rinciannya upah honor PTT 1.250.000 rupiah dan JK 1.200.000 rupiah," papar sekertaris Dispora.
Ia juga mengatakan, mulai hari ini honor PTT dan JK sudah tidak bekerja lagi. Mudah-mudahan, jika alokasi upah sudah fix, mereka dikemudian hari berkemungkinan dapat bekerja kembali.
" Ini merupakan kebijakan Disporapar sendiri, jika nanti anggarannya sudah jelas, baru akan dilaporkan kembali datanya ke bakeuda," tandas Isa.
Salah satu honor PTT Disporapar sejak 2017 mengeluhkan pemberntian tersebut. Namun dirinya juga menerima keputusan dirumahkannya dirinya. " Itu sudah keputusannya, harus diterima juga lah," pungkasnya.
Terpisah, Kepala Badan Keuangan daerah Kabupaten Batanghari M Azan menaggapi belum jelasnya dana upah honor PTT tahun 2021, bahwa dia meminta agar dinas tersebut dapat melihat kembali DPA yang telah dibuat. “ Silakan lihat, jangan lempar batu sembunyi tangan, lihat DPA nya yang disebutkan belum jelas itu,” kesal Azan.
Menurut Azan, RKA tidak siap atau belum muncul diegaskannya bahwa aplikasi sudah siap sedia. Secara kesiapan keuangan daerah angaranya sudah siap. Soal dirumahkannya PTT ini sebenarnya sudah jelas, dalam perjanjian dan lamaran disebutkan bahwa pada 1 Januari sampai dengan 31 Desember tahun berjalan.
“ Untuk tahun berikutnya honor PTT tersebut dapat diperpanjang, tinggal kebijakan kepala OPD, dikerjakan kembali atau tidak. Khusus dikantor saya semuanya masih masuk,” tegas Azan.
Ia menerangkan, kesiapan RKA dinas terkait soal sudah disiapkan apa belum Azan belum mengetahui juga. Terkait masih ada tunda bayar honor PTT satu bulan belum dibayar, Azan menyampaikan, ketika keuangan sudah kondusif akan tetap dibayarkan untuk bulan Desember tersebut.
